I spent a few hours debugging mixminion while generating a surb or
sending a message. I found out the problem with surbs generation was due to:

- - there was just one available and valid smtp server. The presence in
the surb path pf such a server is mandatory as the reply will be sent to
an email account, then the last node of the path has to be an smtp server.

- - The validity period of the available smtp server is not long enough
and then it can not be selected as a delivery node.
I still have to verify on specs, but servers publish the time period
(described by a TimeStart and a TimeEnd) in which they guarantee they
are alive. Such a time period was long enough for sending a message, but
not for the surb generation and then no smtp server could be used for
surb generation.

I have no idea about why it happened (misconfiguration?) but now surb
generation works, even if the available server list is still the same.
