Questo problema (il Consiglio che sta lavorando per una "framework
decision" su intercettazione e conservazioni dei dati, senza ascoltare
minimamente ne` la Commissione ne` il Parlamento Europeo) e` in corso
di discussione da molto tempo all'interno di EDRi.  Di fatto, ci sono
molte ragioni per credere che l'attivita` del Consiglio sia illegale
sia dal punto di vista procedurale, sia sostanziale.
