Ammesso che il file copyright del pacchetto Debian[0] sia accurato, Tor
e` sotto una combinazione di licenze BSD a 2 e 3 clausole.

Percio`, Tor e` software libero[1], conforme alle DFSG (Debian Free
Software Guidelines)[2] e open source[3].
